Conduct feasibility studies, budget estimations, SWOT analysis, and tender appraisals
•
Arrange necessary pre-submission requirements such as bonds and insurance
•
Oversee preparation of detailed BOQs, tender queries, and clarifications
•
Participate in site visits and pre-tender meetings to gather project-specific insights
•
Identify and engage suitable subcontractors and vendors; issue RFQs and obtain competitive quotations
•
Conduct technical and commercial evaluations of quotations to ensure compliance and cost-effectiveness
•
Incorporate addenda and clarifications into tender documentation and adjust pricing accordingly
•
Coordinate with internal departments to gather necessary inputs for tendering

Prepare BOQs using Candy software and initiate pricing based on updated market rates
•
Review specifications, drawings, and standards to ensure accurate take-offs and pricing
•
Develop preliminary construction methods and programs in collaboration with the project team
•
Evaluate scope of work, specifications, and vendor pricing; propose qualifications, alternatives, and value engineering options
•
Finalize tender cost considering all resources and subcontractor inputs
•
Refine and validate costing to ensure full compliance with tender requirements
•
Prepare technical and commercial highlights and organize submission documents
•
Finalize pricing discussions with management and prepare executive summaries
•
Ensure timely submission of all tender documents and maintain proper records
•
Assist in pre-qualification submissions and pre-award presentations
•
Support joint venture tenders and coordinate with JV partners
•
Maintain and update cost libraries, rate analysis, and productivity data for future tenders
•
Analyze tender results and present findings to management
•
Respond to post-tender queries and clarifications
•
Revise submitted prices based on client feedback and internal discussions
•
Assist in negotiations and finalization of winning bids
•
Prepare job cost estimates (JCE) for awarded projects
•
Verify Letters of Intent (LoI) or Letters of Award (LoA) prior to acceptance
•
Compile and forward complete sets of tender and post-tender documents to the post-contract team
•
Review contract documents for compliance before signing
•
Safeguard all tendered and awarded documents for future reference
•
Support the post-contract team in preparing execution budgets
•
Resolve discrepancies between estimated and execution budgets in coordination with management
•
Share relevant project execution data as needed
•
Maintain strong relationships with clients, consultants, subcontractors, and vendors

Gather market intelligence and pricing trends to support future tendering strategies
